CBP Delays Enforcement for Entering Instruments of International Traffic with Residual Chemicals
Pending the resolution of information technology issues, U.S. Customs and Border Protection (CBP) is delaying its enforcement of the requirement that residue imported in containers considered to be instruments of international traffic be manifested, classified, and entered. In July 2009, CBP announced that it would no longer allow containers imported with residual cargo to be entered as empty. On May 3, 2011, CBP updated its Frequently Asked Questions document to indicate that an enforcement date for HQ Ruling H026715 has not been set. The enforcement date had previously been listed as July 17, 2011.
