Second Round of USML - CCL Changes Released by Commerce, State

As part of President Obama’s Export Control Reform (ECR), the Commerce Department, Bureau of Industry and Security, released a final rule transferring jurisdiction of military vehicles; vessels of war; submersible vessels, oceanographic equipment; related items; and auxiliary and miscellaneous items from the United States Munitions List (USML) to the Commerce Control List.  The ECR initiative eases import and export constraints on certain items in order to ultimately enhance international trade. The new rule also classifies certain items on the EAR under new Export Control Classification Numbers.  Effective January 6, 2014, items will no longer warrant control under USML Categories VII, VI, XX, and XIII. This final rule is being published in concurrence with the State Department, Directorate of Defense Trade Controls’s lateral version of USML Categories.
